The diocese had been vacant since then-Bishop Bernard Anthony Hebda was named Coadjutor Archbishop of Newark, New Jersey in September 2013.

Archbishop Georges Bacaouni (Bakouny) was named Archbishop of Akka [San Giovanni d’Acri; Tolemaide] (Melkite Greek), Israel.

The archdiocese had been vacant since the resignation of Archbishop Elias Chacour in January 2014.

Archbishop Bacaouni had been serving as Archbishop of Tyr (Melkite Greek), Lebanon.

The diocese had been vacant since then-Bishop Richard Joseph Gagnon was named Archbishop of Winnipeg, Manitoba in October 2013.

Bishop Gordon had been serving as Bishop of Whitehorse, Yukon.

Panikulam named Uruguay Nuncio

Archbishop George Panikulam was named Apostolic Nuncio to Uruguay.

The post had been vacant since Archbishop Anselmo Guido Pecorari was named Apostolic Nuncio to Bulgaria in April 2014.

Archbishop Panikulam had been serving as Apostolic Nuncio to Ethiopia, Apostolic Delegate to Somalia, and Apostolic Nuncio to Djibouti.

Six Cardinal-Deacons elevated to Cardinal-Priests

The following Cardinal-Deacons, all created in the Consistory on 21 Oct 2003, were elevated to Cardinal-Priests.
All retained the same title with the exception of Cardinal Lozano Barragán who was given the newly established title of Santa Dorotea.

Archbishop Hubertus Matheus Maria van Megen was named Apostolic Nuncio to Eritrea in addition to his other posts.

The post had been vacant since Archbishop Leo Boccardi was named Apostolic Nuncio to Iran in July 2013.
