Mascarenhas named Simla and Chandigarh Bishop

Bishop-elect Ignatius Loyola Mascarenhas was named Bishop of Simla and Chandigarh, India.

The diocese had been vacant since Bishop Gerald John Mathias was named Bishop of Lucknow in November 2007.
