Archbishop Edgar Peña Parra was named Substitute (Sostituto) of the Secretariat of State.
The post had been vacant since then-Archbishop Giovanni Angelo Becciu was elevated to a Cardinal in June 2018.
Archbishop Peña Parra had been serving as Apostolic Nuncio to Mozambique.
